(UNDATED) – The Indiana State Police is now accepting applications for Motor Carrier Inspectors (MCI). These 10 MCI positions will staff permanent scale facilities in Lowell, West Harrison, Terre Haute, Fort Wayne, and Seymour. Inspectors enforce both state and federal regulations pertaining to commercial motor vehicles operating within the State of Indiana.

Trainees must complete the Motor Carrier Inspector School scheduled to begin on March 7, 2021 and conclude on May 28, 2021. The training will be conducted Monday through Friday at the Indiana Law Enforcement Academy in Plainfield, IN. Housing will be provided. During the training, trainees will develop skills which include emergency vehicle operations, defensive tactics, communications, hazardous materials, first-aid, post-crash investigations, and truck inspections.

In order to participate in the selection process, applicants for the position of Motor Carrier Inspector must meet the following basic requirements:

  1. Be a United States citizen.
  2. Be at least 21 years old by May 28, 2021.
  3. Possess a high school diploma or G.E.D.
  4. Possess a valid driver's license.
  5. Be required to pass a physical agility test, oral interview, polygraph exam, and a background investigation.
  6. Be required to complete a medical exam, a psychological exam, and drug test.
  7. Geographical proximity to the scale facility may be a factor in the selection process.

Trainees are paid during the school and are provided all necessary equipment. The starting salary is $34,987 and will increase to $36,031 upon graduation and again to $39,114 at the end of the first year of employment. Over the next ten years with step increases in pay, a Motor Carrier Inspector may reach an annual salary of $52,812. A retirement program will be available through PERF.

"In my opinion, in addition to Petty's other 'issues,' he is a con and manipulative," Ladd said.

Petty insists he only pleaded guilty because he feared for his life.

Petty said he started out thinking he could prove his innocence through his medical history, but was thwarted by the costs of the legal system.

Medical notes and polygraph tests

Petty provided The Oklahoman with copies of medical record notes that indicate he is legally blind and suffers from erectile dysfunction, diabetic neuropathy that has resulted in the amputation of two toes, fecal incontinence and other ailments.

Petty said he wanted to hire medical experts to testify that his medical issues rendered him incapable of committing the crime, but the cost was too great.

Petty's mother had already mortgaged her home to pay the $40,000 cost of his second attorney and he didn't have the extra $40,000 to $50,000 that his attorney told him it would take to hire the medical specialists that were needed, he said.

"I was entirely distressed," he said. "I felt like I could do nothing and pretty much felt defeated at that point."
